Title: Technical Specialist- Expert Location: RALEIGH NC (Remote ) Duration;11+ months Contract This is a Remote Position. Job Description : This is a Remote position. Systems Certification Manager/Advanced Planning Writer This position manages the overall CMS Systems Certification process for NC Medicaid and serves as the CMS Certification Expert. This role establishes quantifiable outcome statements and metrics, develops, enables, and monitors certification strategy for each project within the program, and manages the general alignment with MITA and the seven standards and conditions for the certification and compliance functions. Additionally, this role, develops Advanced Planning Documents, and other documentation required for the planning, implementation, and operations activities which include, leading the APD kickoff, review, and closeout meetings, and drafting CMS submittal letters. This role collaborates with internal and external stakeholders, project teams, technical teams, vendors, contract and budget offices, and other key stakeholders to support the NC Medicaid, Medicaid Enterprise System (MES) Program. Skill Required / Desired Amount of Experience Prior expert experience with Quality, Safety & Oversight - Centers for Medicare & Medicaid Services Certification & Compliance process. Required 7 Years Prior expert working knowledge of government regulations as they pertain to the grant proposal and Advanced Planning Document writing process. Required 7 Years Prior experience in technical and detailed writing, editing, and proofreading of required supporting documentation. Required 5 Years Prior experience in RFP or RFI development or experience in a procurement environment. Required 5 Years Prior experience preparing healthcare information technology proposals or working in the healthcare technology environment. Required 7 Years Prior knowledge of Budgeting, and/or Accounting as it pertains to Advanced Planning Documents. Required 7 Years Prior experience with NC Medicaid, other State, County or Health and Human Services. Required 7 Years Prior expert experience with the Centers for Medicare & Medicaid Services Systems Certification process. Required 7 Years Prior expert experience developing quantifiable outcome statements and metrics. Required 7 Years Prior expert experience with the Medicaid Information Technology Architecture (MITA) framework. Required 7 Years Prior experience developing and executing Centers for Medicare & Medicaid Services Systems Certification strategy documents. Required 7 Years Prior expert experience in developing Advanced Planning Documents, and the overall Centers for Medicare & Medicaid Services submission process. Required 7 Years Expert collaboration experience with internal and external stakeholders, project teams, technical teams, and vendors. Required 7 Years Prior experience with developing the Medicaid Detailed Budget Tables (MDBT) Required 5 Years Prior experience drafting technology narratives required to articulate the status of activities for all projects in various phases. Required 7 Years Prior expert experience working in the Medicaid Management Information System (MMIS) arena. Required 7 Years
